Underlying principles

Within these regulations, the term ‘role’ is used to describe the function or activity undertaken by a member and the term ‘rank’ is use to describe a formal grade within the organisation conferring authority.

St. John Ambulance is led by volunteers appointed to functional roles. A comprehensive role description shall be published for every role and appointments shall only be made of individuals who demonstrate the required competences or the potential for acquiring them within a specific timetabled plan. Some roles are prescribed in these regulations and others may be introduced to meet specific NHQ, county and unit needs. The need for leaders, managers, administrators and holders of other roles to wear uniform will depend upon individual circumstances. It is not essential for all roles.

At present, the roles listed in 5.3 are the basic requirement and role descriptions have been published. However, these roles should not be seen as exhaustive, permanent or unchanging but gradually evolving as the organisation itself responds to change that is brought about by both internal and external pressures and needs. As a consequence, role descriptions may change and some roles abandoned as new ones are introduced. If this is to happen effectively and efficiently for the benefit of the organisation, a measure of flexibility is called for from everyone involved. Equally, it is incumbent upon the organisation to provide the appropriate opportunities for the personal development of individuals to help them fit new or evolving roles.

One or more functions may be performed by an individual, depending on local circumstances and provided that there is no conflict of interest and that the individual can carry out both roles effectively. However, an individual can hold only one rank.

Some roles may be performed more effectively if rank is conferred to reflect members’ executive authority. These ranks should not be regarded as rigid and different rank levels may be employed for the same role in different areas depending on the degree of authority required and the capability of the member. Use should be made of the Personal Development Plan and other appropriate performance indicators to establish the extent to which the member is able to demonstrate the competences for each rank. Appointment to a particular rank should never been seen as automatic and an assessment of the requirements of the rank should be undertaken as appropriate and certainly on each occasion that the post-holder changes. Rank should never be seen as a reward, especially for length or quality of service.

In some cases, a rank is allocated to a role. It should be granted only where it enables a post holder to undertake a role more effectively than would otherwise be the case.

Rank does not necessarily reflect operational precedence. On operational duties, managers are appointed to undertake specific executive, leadership or managerial responsibilities on the basis of their appropriate competence and experience in relation to the specific nature of the operation. A member with a higher rank, therefore, does not necessarily take operational precedence at a St. John Ambulance duty. Duty management principles are explained in further details in On Duty.

Some units of St. John Ambulance operate on a democratic, elective basis. Where this occurs, such a unit must be governed by an appropriate constitution.

St. John Ambulance is advised and assisted by specialist members in its provision of First Aid, care and transport, in its management, in setting and maintaining standards and in the delivery of service. Such specialists are likely to hold qualifications in their own field of activity that are of use to St. John and their authority derives in part from their professional qualification and standing.

5.4 County appointments
5.4.1 Except for those appointments listed in 5.2.2, 5.3.2, 5.3.3 and 5.3.4, the County Commander shall make appointments within a county.

5.5 Unit appointments
5.5.1 Appointments in units, where appropriate, shall reflect the functions set out in 5.3.4 as appropriate.

5.6 Eligibility for appointment and/or promotion
5.6.1 Applications for appointments to a role shall be considered from members regardless of their duration of service, and from external candidates.

5.6.2 Matching competence to role description and person specification shall be the criterion for short-listing candidates and making appointments or promotions.

5.6.3 Appointments shall be made in accordance with the equal opportunities policy.

5.7 Health care professionals
5.7.1 Doctors appointed in St. John Ambulance shall be medical practitioners holding current full registration with the General Medical Council of the UK and shall be registered at NHQ.

5.7.2 Nurses appointed in St. John Ambulance shall hold current registration on one or more parts of the NMC Register, and shall be registered at NHQ.

5.7.3 Midwives appointed in St. John Ambulance shall hold current registration with the NMC, and shall be registered at NHQ.

5.7.4 Paramedics appointed in St. John Ambulance shall hold a current Paramedic registration with the Health Professional Council. Paramedics shall be registered at NHQ.

5.7.5 Other health care professionals registered with state recognised professional bodies shall be registered at NHQ in accordance with current procedures.

5.8 Appointment to specialist functinal roles
5.8.1

Counties/units shall appoint persons to be responsible for the following functions where they are exercised:

  • radio communication;
  • transport and vehicles;
  • safety and risk assessment, health and safety;
  • boats – those counties that operate boats shall appoint a suitably qualified person with overall responsibility for their safe operation;
  • bands.

5.9 Approval of appointments
5.9.1 Priory Chapter, on the recommendation of Priory Council, shall approve Grand Prior appointments and appointments by the Prior.

5.9.2 The Chief Commander shall approve Deputy and Assistant PPO appointments.

5.9.3 The Chief Commander, on the recommendation of the County St. John Council and the appropriate PPO, shall approve county Priory appointments.

5.9.4 The County Commander, on the recommendation of the appropriate CPO, shall approve all other appointments.

5.9.5 SJF7s for all appointments shall be forwarded to NHQ for registration and recording.

5.10 Probationary period
5.10.1 Initial appointment in all roles shall be for a probationary period of six months. Where a role carries a rank, this shall be ‘acting’ for the probation period (except those where work is with young people – see regulation 2.3.6).

5.10.2 For those members working with young people, the probationary period shall be 12 months.

5.11 Record of the appointment process
5.11.1 All stages of the appointment process shall be documented and records retained for 12 months.

5.12 Induction and review
5.12.1 The appointee shall undertake an induction or orientation procedure with consideration given to personal development needs.

5.13 Tenure of role/rank
5.13.1 All roles and rank where required shall be for one triennium at a time and if not renewed under regulation 5.13.2 or 5.13.3 shall lapse at the end of each three year period.

5.13.2 A second triennium shall be permissible subject to the satisfactory outcome of the three year review referred to in regulation 5.13.4.

5.13.3

Any further triennia shall only be permitted if:

  • continuation is beneficial to the individual in terms of personal development and to the organisation as a whole;
  • other members’ reasonable succession planning expectations are taken into consideration;
  • the outcome of the previous triennial review is satisfactory;
  • in respect of CPOs, the appropriate PPO and the County Commander, or appropriate CPO in other cases, agrees to a continuation;
  • the appropriate PPO and/or the County Commander is satisfied that an acceptable successor cannot be identified.
5.13.4

In any triennium, line managers shall arrange for every role to receive:

  • appropriate ongoing support with particular regard to preparing for other roles;
  • an annual performance review;
  • a three year review six months before the end of the triennium.
5.13.5

The date of the commencement of any triennium shall be:

  • 24 June in the year of appointment for Grand Prior appointments and Priory appointments by the Prior;
  • the date of appointment for all other positions.
5.13.6

The outcome of the triennial review shall be approved by:

  • the Chief Commander, or the appropriate PPO, in the case of Priory Appointments;
  • the County Commander, or appropriate CPO, in all other cases.
5.13.7 The completed review report constitutes part of the county or unit annual plan and shall be available for the annual review visit.

5.14 Role/rank on transferring
5.14.1 On transferring to other units, members shall relinquish the rank and role previously held, but shall be entitled to apply for posts for which they are qualified within the unit to which they have transferred.

5.15 Relinquishing role and rank
5.15.1 Members shall be able to relinquish existing roles and ranks at any time by appropriate notification to their line manager.

5.15.2 Where a particular rank is associated with a specific role, the rank shall be relinquished at the same time as the role.

5.15.3 All changes of personnel holding role and rank shall be notified to CHQ.

5.15.4 In the case of officers and members resigning from management positions, CHQ shall promptly inform NHQ.
